Clients fail to retrieve address via DHCP on coldboot (ramips rt305x)

I've been seeing this problem intermittently for quite a while on my Ralink RT3052 board. When wired clients are connected to the LAN and I cycle the power to the router (coldboot), the clients fail to retrieve an IP address from the router. Then I have to unplug and replug the ethernet cable to fix it.

The client PCs are running Windows 7. The router is running trunk.

I think no error. When client request DHCP server for an IP address, the router is booting, so no IP replied.

Start the router before the client.

In this case the client already had an address. Then the link went down and the client disconnected. When the link came back up, the client requested an address, but the router is booting, so it doesn't respond (yet).

I'm not a DHCP expert, but I thought it could handle situations like this. When there is a power outage and all devices boot simultaneously, it should work (it's possible the clients will request DHCP before the router is ready).

I have not experienced this problem with other routers, so I figured it was an issue with the relatively immature ramips ethernet and/or switch driver.

I do know there is another issue where a DHCP address is served via the WAN through the switch on boot-up. I think this is because the switch is active before the VLANs are configured. Perhaps this is related to the issue, but the WAN is not connected for these test cases.
