/etc/init.d/ntpd restart kills ntpd but doesn't restart the service

Description

In package packages/net/openntpd the ntpd.init script, which is installed as /etc/init.d/ntpd fails to restart the service. This is due to the killall -9 ntpd in stop() which not only kills the /usr/sbin/ntpd processes, but also kills the /etc/init.d/ntpd script itself.

Attached is a patch that stops the scripts itself being killed.
