A lot of users must recompile there kernels to have wi-fi country regulatory domain work with ATH_USER_REGD for use 5GHz and some 2.4GHz channels.

I think, prebuild all ar71xx firmware with this option required.

I have too router with build-in county Code 98, but I am in other country and must recompile kernel every time.

We're not allowed to ship binaries with this option enabled.

Users are not allowed to operate devices with wrong (US) country code in their countries. Luci allows to set and show the correct country but the settings are silently ignored and US is used in background. This is not legal. So please think about using this compile option again... and please tell us WHO does not allow you to distribute images with ATH_USER_REGD set so we can tell them to respect local laws!

Sure you can change it in LuCI but it will have no effect, so no laws violated.

To extend the above statement a bit; the ucrrently used rulesets are the minimum allowed subset between the corresponding regulatory domains. TX power limits do not exceed ETSI rules (which are lower than US), channel 12 and 13 are forbidden (which are allowed in ETSI but not US). Outdoor 5GHz channels are forbidden by default.
