QoS scripts don't short-circuit on match

The 'Default_ct' chain continues trying to match even after it has found a classification for the connection. This creates unnecessary overhead where one is presumably trying to optimize packet flow, especially if one has gone to the effort to match ports before invoking l7filter.

I suggest having each rule jump to another chain (eg, 'classify_Bulk') which sets the mark and short-circuits the processing with ACCEPT.

this really doesn't need to be optimized, since after something has matched in that chain, all future packets won't enter it.

changing this would only lead to a potential micro-optimization with little visible benefit, but probably extra complexity.
