AP interfaces brought down during config after hostapd has started

I'm noticing with recent builds of backfire that my mac80211 AP stops sending beacons near the end of a network start or restart. With a nearby system sniffing in monitor mode, I get about a second's worth of beacons between when hostapd starts and when the network start or restart is complete. I tracked it down to /lib/network/config.sh picking up the macaddr for the interface, in /etc/config/wireless, and momentarily bringing the interface down to set the macaddr before bringing it back up. I don't have the macaddr set in /etc/config/network, and wifi detect automatically puts the macaddr in /etc/config/wireless. Once hostapd starts, the interface shouldn't be brought down, and ideally /lib/network/config.sh wouldn't pick up the macaddr in the wireless uci.

fixed in netifd, which is enabled by default in trunk
