Wifi script issue when multiple radios are present

When there are multiple radios and you enable RADIO1 before RADIO0, when you try to enable RADIO0 the wifi script doesn't work correctly.
How to reproduce:

First of all make sure you have all radios disabled.
Then enable RADIO1 and activate:

uci set wireless.radio1.disabled=0

Now try to enable RADIO0:

uci set wireless.radio0.disabled=0


Configuration file: /var/run/hostapd-phy0.conf
Using interface wlan0 with hwaddr 30:46:9a:1b:56:6f and ssid 'OpenWrt'
command failed: Too many open files in system (-23)
Configuration file: /var/run/hostapd-phy1.conf
Failed to create interface mon.wlan0: -23 (Too many open files in system)
Try to remove and re-create mon.wlan0
Hardware does not support configured mode
wlan0: IEEE 802.11 Hardware does not support configured mode (2)
Could not select hw_mode and channel. (-1)
wlan0: Unable to setup interface.
rmdir[ctrl_interface]: No such file or directory
Failed to start hostapd for phy1

I believe this is fixed by now, I do not see such a behaviour

I still do see this behaviour in trunk r28173, but only the "Too many open files in system" errors.

Increasing file-max like this worked for me as a workaround, not sure why:
# echo 32768 > /proc/sys/fs/file-max

I get this same problem with multiple VAPs on one radio. Trunk on ramips target.
I'll try the file-max workaround, thanks for the suggestion.

please post the contents of your /etc/config/wireless
