dnsmasq does not work for 172.16 subnet

Changed br-lan IP to Restarted network and dnsmasq. Shutdown the firewall for good measure.

Now, when a wired client sends a DISCOVER,

  1. DHCPOFFER is _logged_ by dnsmasq as sent - seen in logread
  2. tcpdump does not show any DHCPOFFERs being sent out
  3. client does not receive DHCPOFFER

This sounds like a network configuration issue to me. There is no technical reason for dnsmasq to not work with subnets.
