Openntpd logs this error message after start:

Sep 12 01:01:35 OpenWrt daemon.crit ntpd[1622]: ntp_dispatch_imsg in ntp engine: pipe closed
Sep 12 01:01:35 OpenWrt ntpd[1622]: ntp engine exiting

Openntpd is still running but doesn't respond to client requests and doesn't change the system time.

Changing the parameter -s (Set the time immediately at startup) to -S (Do not set the time immediately at startup) in /etc/init.d/ntpd fixed the problem for me.

-S will try to set the date later after boot, but it will error to adjust the time if its not big of a difference

Instead, I added a 30 second sleep to openntpd start, and left the -s option.
