Imagebuilder: build package index only when not up to date

This patch will make Imagebuilder to check if the package list is already up to date. If not, package list is generated, but if it is, then this is skipped, which saves (depending on the number of packages) a lot of time building images.

This patch is on my HD since about a year and i tested it successfully on my Imagebuilder installation. It works as expected for me and i think it should not cause any problems. Please check it and apply if possible. (Will have some fuzz, but still applies)

Is there any reason why this isn't integrated? I downloaded the Image Builder from a day ago and I've already wasted several hours waiting for image builder to rebuild the package list. If you're searching for the best combination of packages, you're guaranteed to lose copious amounts of time to this.

Sidenote: For me (I'm working with just the Image Builder), there's no IPKG defined in the Makefile but there is an OPKG. I'm not sure if that's specific to my situation or universal.

Jow introduced some changes in trunk (23039 and 22978) which make this patch obsolete. So it can be closed.
