[x86] madwifi max txpower is wrong

instead of 20dbm the maximum txpower is restricted to 16dBm which results in a low transfer rates (max 1.7MB instead of 2.5MB per sec)

root@OpenWrt:/# iwlist ath0 txpower
ath0      8 available transmit-powers :
          0 dBm         (1 mW)
          4 dBm         (2 mW)
          6 dBm         (3 mW)
          8 dBm         (6 mW)
          10 dBm        (10 mW)
          12 dBm        (15 mW)
          14 dBm        (25 mW)
          16 dBm        (39 mW)
          Current Tx-Power=16 dBm       (39 mW)

calling iwconfig ath0 txpower 20dBm does not help

Often your regdomain and/or countrycode will restrict the maximum txpower. This is probably not a madwifi driver issue, but a configuration issue.

OK you are right. I switched country code to Japan now all power levels are visible.

using 18dBm I got 3200 kbytes/sec instead of 1700 kbytes/sec!
