admswconfig doesn't create proper configuration for Zyxel P-334WT on startup

Script /etc/init.d/admswconfig is supposed to create proper initial configuration of VLAN ports on startup. But in case of image for Zyxel P-334WT (openwrt-adm5120-p-334wt) it doesn't do that as it has in beginning:

[ -e /etc/config/network ] && exit 0

and file /etc/config/network exists in /rom, which means this script is newer work there.

Proper VLAN configuration for P-334WT board is:

#### VLAN configuration
config switch
        option eth0     "4"
        option eth1     "0 1 2 3"

And it should be either be created by /etc/init.d/admswconfig or be in default /etc/config/network from the start.

In my configuration eth0 is WAN and eth1 is LAN, seems that by default they are in different order.

Hmm... even after such config, it requires to do

ifconfig eth2 up
ifconfig eth3 up
ifconfig eth4 up

for other ports to work.

This is perhaps other ports are bound to eth2-eth4 in default config:

# admswconfig
ethX	port0	port1	port2	port3	port4	CPU
0	1	1	1	1		1
1					1	1
2			1			1
3		1				1
4	1					1

Or may be driver does not initialise device properly.
