ntpclient hotplug should check interface for which it is started

This is much like #2786 with [16337] being the related commit.
However I think that ntpclient should be configurable enough to specify the exact interface for which the given server should be probed.

With this patch applied it is possible to specify global interface:

config ntpclient
    option interval 600
    option interface wan

Or per-server interface:

config ntpserver
    option hostname ''
    option port     '123'
    option interface lan

Naturally, only one ntpclient will be started, so if one client succeeded to start then no other processes for other interfaces will be started (default behavior in openwrt)
