I cannot reproduce this bug, please make sure that you have sdcc-nf installed on your host here is what I have on Debian 5.0:

 dpkg -l | grep sdcc
ii sdcc-doc-nf 2.8.0-1 Small Device C Compiler (documentation)
ii sdcc-libraries-nf 2.8.0-1 Small Device C Compiler (libraries)
ii sdcc-nf 2.8.0-1 Small Device C Compiler

Only sdcc (non-nf) on my system. Is there a special repository that I have to add to the apt source? (hope reopen is acceptable)

After activating the non-free part of the debian repository I could install sdcc-nf and then compile firmwarehotplug:

/etc/apt/sources.list
deb http://ftp.de.debian.org/debian/ lenny main non-free
deb-src http://ftp.de.debian.org/debian/ lenny main non-free
