rc5 failsafe mode doen't allow telnet access on jffs image

running wrt54gs v1.1 with rc5 JFFS image

in failsafe mode, I was unable to telnet to the router. telnetd behaved as if the router was not in failsafe mode.
I found that I had to add a test to /bin/login for failsafe mode
to allow telnet access. see below
