openswan-2.4.4 doesn't build (trunk r3522)

Description

Building for aruba on a Fedora Core 2 box. I don't think that this is related to my openssl problems (#418, #400) but I may be wrong. If so ignore.

Hi,

not related to openssl problems. There is a header file missing. arp.h. may be some restructuring in 2.6.16. fixed in [3535].
