ddns-scripts does't have a manual start script and might launch redundant instances

I didn't look into it *that* closely, but two issues:

1) I installed the script, configured it, but there isn't a way to start it without taking down the interface and letting the hotplug/ppp-up script bring it up. There should be an entry in /etc/init.d (but not /etc/rc.d) for it.

2) If the above gets implemented, there isn't a function in to first stop updaters. Even if it isn't implemented, multiple ifup events would call start_daemon_for_all_ddns_sections, and that would create a new updater without killing the old one as there isn't an ifdown script.
