Download patches instead full kernel sources

Description

Hi,

now OpenWRT download the full kernel sources for each sublevel version. This is not good because:

  • Kernels with very similar version number (like 2.x.y.z vs 2.x.y.w) have a very small diff file
  • Download an entire kernel is a time and space expensive operation
  • Use band means give contribute to the global warm (:O)

From these observations, I think that OpenWRT should download the full kernel only when the version number is like 2.x.y and download the patches in the other cases.

This approach can be applied to all packages that provide diff between consecutive versions.

I do not think it is worth patching the build process to be aware of rc patches for instance, this adds complexity.
