Multiple SSID setup does not work in channels that require DFS

Description

I am trying to setup an access point with two SSIDs on channel 100 (5500 MHz, DFS required in Germany).

The setup works perfectly e.g. on channel 36 (indoor channel).

If I switch the channel from 36 to 100 the whole setup stops working.

The log then looks like that:

I have tested this on the follow devices (cat /proc/cpuinfo)

system type : Atheros AR7241 rev 1
machine : Ubiquiti Bullet M

system type : Atheros AR9344 rev 2
machine : TP-LINK TL-WDR3600/4300/4310

I have tested the following versions of OpenWRT:

BARRIER BREAKER (14.07-rc3, r42056)
CHAOS CALMER (15.05.1)
DESIGNATED DRIVER (Bleeding Edge, r49390)
