Raspberry PI 3 WiFi Cannot Be Configured for FreeRadius Authentication

Description

Android phones cannot connect to Raspberry PI 3 WiFi if it is configured FreeRadius for authentication. Raspberry PI 3 is configured as WiFi access point. FreeRadius is configured PEAP and mschap for WiFi authentication. The WiFi encryption is wpa2. The problems are on Android phones, Windows phones work fine.

If using rt2800-usb dongle on Raspberry PI 3, FreeRadius authentication works fine for both phone systems.

Are you sure that the "Raspberry Pi 3" is to blame? I have no issues with WPA-TTLS
or WPA-EAP PEAP with MSCHAPv2 on my setup.

You say it yourself: "The problems are on Android phones".
Maybe you only see the problem on the Android Phones, because TTLS+PEAP actually
doesn't work on the Android Phones (Maybe a setup/config problem on the Phone)?
I think you need to capture the wifi traffic between a Windows Phone and compare
it to a capture of the Android Phones.

So, unless you can point to a specific issue in either FreeRadius, hostapd or
the RPI wifi (driver/firmware)... The response will be: "There's nothing wrong here".
