The makefile attched with the question is throwing error

I'm using the makeFile downloaded from the following link
to install net-snmp in an openwrt environment, but when I run that makefile I get the following error

install: cannot stat './files/snmpd.conf': No such file or directory

I don't understand, do I need to create the snmpd.conf file manually(if yes,in what location) or the makefile will automatically generate it(if yes, why is it not).

this ticket doesn't make sense. Why do you use an incompatible (extreme old) version of a package? Please switch to chaos calmer or trunk
