/dev/ttyACM0 is not created by procd/hotplug

Description

I need to use a 3g USB dongle for the WAN.
This is the device:

Bus 001 Device 005: ID 1ee8:0012 ONDA COMMUNICATION S.p.a. 

I have installed all the relevant bits for the usb, namely:

When I plug my 3g USB dongle I get these messages:

But then the expected /dev/ttyACM0 isn't there.
I added a little script into /etc/hotplug.d/usb and this is what I get upon plugging:

The device is correctly recognized and mode-switched, but there is no device in /dev to be used.
I expect the device file to "magiacally" pop up in /dev upon device plugging.

It used to work fine with the "old" modeswitch and udev.

If I remove the cdc_acm module and re-insert it back, then the device file ttyACM0 pops up in /dev.
That is:

root@Ciorlano:~# rmmod cdc_acm
root@Ciorlano:~# modprobe cdc_acm
root@Ciorlano:~# sleep 1
root@Ciorlano:~# ls -l /dev/ttyACM0
crw-r--r--    1 root     root      166,   0 Feb 26 16:19 /dev/ttyACM0

This seems to be an issue with the procd and, maybe, its timing.
