ramips: Weird kernel configuration bug (modules disabled)

Since transitioning to K4.3 (r47831), all normal ramips builds fail with:

The present kernel configuration has modules disabled.
Type 'make config' and enable loadable module support.
Then build a kernel with module support enabled.

When using -j1 V=s, the build system prompts for kernel re-configuration (stuck at SoC selection). Once that is re-confirmed (twice), the build proceeds, and the image is usable (tested on RT-N13U). Still, it's probably a simple bug, but I haven't encountered it before. Are CONFIG_MODULE* symbols supposed to be merged from target/linux/generic/config-4.3?
