when I do a traceroute on the openwrt router itself it never stops:

traceroute to heise.de (193.99.144.80), 30 hops max, 38 byte packets

noticed an !A return where when I do it with my linux machine I get a !X at that hop and traceroute stops.

it not a openwrt bug.
a firewall issuse form the server you use its block UDP datagrams

try traceroute -4 -w 1 heise.de -I

Is it a problem with my config/firewall? It doesnt matter which server I traceroute to.

nothing you can do ignore it
whois 212.19.61.13 and contact server admin
