ssh: /etc/dropbear has the seemingly the wrong permissions after sysupgrade

Description

Using r47166 on x86 after sysupgrade /etc/dropbear becomes 771. dropbear will then fail with something like:

Sat Oct 10 03:53:39 2015 authpriv.info dropbear[9164]: /etc/dropbear must be owned by user or root, and not writable by others

chmod 700 on /etc/dropbear seems to fix it, strangely however something like chmod 770 does not (it's not writable by others?)

Since I only have key based auth enabled this makes it impossible to login without the serial console.

The patch adds perseveres permissions when creating the tarball which should fix this issue, in my testing it has.
