PPPoE and sessions limit

Description
CC branch, r47028. 941NDv3.
After PPPoE crash (without PADT) router too often (every 0.5 seconds) try to authenticate. During attempts router is unavailable, then after 10-15 seconds its just reboot.

So.
CC release: try to authenticate every 0.5-1 seconds without reboot;
BB r46516: every 6-7 seconds without reboot too.
In BB when i press pppoe-wan STOP in LuCI while attempting i get message from this ticket /ticket/20329.html
