Build fails due to missing polarssl libraries

Description

Against trunk from earlier tonight (2015-08-16) building px5g (at least) fails due to being unable to find polarssl includes. Previously I had a similar failure to find polarssl headers while building curl; probably it's just whichever builds first in parallel build that needs the polarssl libraries that is the issue.

I have determined that InstallDev does not get executed when PKG_NAME != subdir package is in (e.g. PKG_NAME=mbedtls subdir is polarssl because that is the old package name from upstream.

The attached patch resolves the issue.
