Pivot Root breaks init order

Description

I have a TP-Link WDR3600 set up with pivot root on an 8GB usb flash drive. I have removed dnsmasq and installed bind-server, bind-tools, and isc-dhcpd-server-ipv4. If I reboot the system dhcpd and named fail due to 'no interfaces configured'. If I restart the services after boot, they start and operate correctly. If I install these without pivot root, they start correctly on boot. I have temporarily worked around this issue by disabling the services and starting them in rc.local after a 5 second sleep. By a semi-educated guess, I'd assume the services are trying to start before the network devices are finished initializing, meaning they're out of order.
