Block-Mount sets wrong fstab

Description

When trying to mount an external usb from /dev/sda1 using the LuCi interface in 14.07 on TP-Link WR703N, the following happens, with "ext root" option enabled.

-It finds the correct mounting point (/overlay), however
-fstab contains no target
-dev/sda1 becomes mounted to /mnt/sda1, but not to /overlay.

And set unnecessary option is_rootfs

I also have this problem on r44528
my fstab

config mount
        option target        /overlay
        option device        /dev/sda2
        option fstype        ext4
        option options       rw,sync
        option enabled       1
        option is_rootfs     1
