fw3 reload doesn't execute /etc/firewall.user

Description

/etc/init.d/firewall restart executes /etc/firewall.user.
/etc/init.d/firewall reload don't.

Applying change in firewall settings via luci doesn't executes /etc/firewall.user as well.
So when modifing rules, one loss custom rules.

Does reload even exist or is officially supported? Mostly just stop, start and restart are working for a lot of init.d scripts (yet).

have a look at /etc/config/firewall and ensure that these line are there

config include
        option path /etc/firewall.user
        option reload 1
