dnsmasq config doesn't set HAVE_RTNETLINK

Description

The OpenWRT patch to src/config.h in dnsmasq has an unintended effect that the HAVE_RTNETLINK pre-processor symbol doesn't get set. Without this, it's not possible to use DHCP on interfaces with more than one IP address.

I'm the upstream maintainer of dnsmasq, and I've tried to fold the OpenWRT changes into the next release, available for test at
http://www.thekelleys.org.uk/dnsmasq-test/dnsmasq-2.25test4.tar.gz

I hope that version should not require the problematic patch.

i like to wait for 2.25 and then update white russian to include it.
