Same error on ar71xx platform.

The host-side gcc is being invoked instead of the target-side gcc, and editing the "python-package.mk" file to adding CC=$(TARGET_CC) at Build/Compile/PyMod definition does not work, as hostpython passes to the target compiler the include path of the host-side python installation (the "staging_dir/host/include/python2.7" include path) instead of the include path of the target-side python installation.
