dnsmasq periodically incorrect tacks local domain onto fqdn causing NXDOMAIN

Description

I periodically get dns resolution failures in dnsmasq-full with dnssec enabled which I have tracked down to logs such as the following.

Fri Sep 12 20:13:40 2014 daemon.info dnsmasq[4903]: query[A] mirror.centos.org.lan from 192.168.143.81
Fri Sep 12 20:13:40 2014 daemon.info dnsmasq[4903]: config mirror.centos.org.lan is NXDOMAIN
Fri Sep 12 20:13:40 2014 daemon.info dnsmasq[4903]: query[AAAA] mirror.centos.org.lan from 192.168.143.81
Fri Sep 12 20:13:40 2014 daemon.info dnsmasq[4903]: config mirror.centos.org.lan is NXDOMAIN

As you can see dnsmasq is incorrectly appending .lan (the local domain) onto fully qualified domain names.

Only sometimes though, so it causes intermittent failures.

localise_queries is probably the actual culprit

correction, probably misbehaving domainneeded

confirmed. domainneeded it failing to detect fqdn's as fqdn's and is treating them as bare hostnames (for which domainneeded is supposed to add the local domain).

spoke too soon. Not sure why local domain is getting added.

it appears the actual problem is that upstream isn't responding quickly enough to the query.
