I think your 6in4 he.net/tunnelbroker tunnel is configured in the wrong way

network.wan6.ip6prefix=2001:470:1f06:199::/64
network.wan6.ip6addr=2001:470:1f06:199::2/64

ip6addr is your tunnel endpoint it has a different number in front ("prefix") than
the IPv6 subnet / routed /64 subnet you get from he.net

it might be similar to

1f05:199 = prefix tunnel (::2 tunnel endpoint address)
1f06:199 = prefix routed /64 subnet

depending what number you mixed up

you are right i had a typo. corrected but i still have the same issue.

rebooting resolved the issue. please close (i don't have access, or i don't know how)

I am getting this behaviour with CC RC3 on a WR1043ND. Similar setup just a different addr/prefix, and the same output from ifstatus. Doing ifup lan (even if lan is up) will result in the wan6 coming up, otherwise it get's stuck with the NO_DEVICE status. I asked about it at https://forum.openwrt.org/viewtopic.php?id=59478 but didn't manage to fix it.

Confirmed same behaviour running release 15.05 r46767 on WR1043ND. Reboot brought up WAN6.
