In current trunk r41051 the local timezone settings will not take effect in firewall module ipt-ipopt. UTC is used instead.
dmesg output:
xt_time: kernel timezone is -0000

The kernel tz is adjusted after the xt-time kmod is loaded, therefore it is normal to see a -0000 offset.
Did you test the timing with some actual rules?

Following entry in /etc/config/firewall had been working in the past:

config rule

option target 'REJECT'
option src 'lan'
option dest 'wan'
option extra '-m time --weekdays Mon,Tue,Wed,Thu,Fri,Sat,Sun --timestart 19:00 --timestop 20:00'
option dest_port '80 443'
option src_mac 'xx:xx:xx:xx:xx:xx'

The rule takes effect two hours late (my tz is CEST).
