Problem with sfq queue on l2tp interface

I think, i found a bug...

I have tested scenario like this...

NTB<-->OWRT router RB750<-->l2tp to another OWRT router RB750<-->Network with DHCP server<-->My PC

if I use sfq queue for traffic shaping on l2tpeth interface, this queue drops some pakets in one direction. Internet connection on laptop is running, but when i want copy file from NTB to my PC(using scp or wget), or if i want connect to https secure website from NTB, it does not work. If I disable sfq, it works.
I'm using iproute2 v. 3.12.0 with own changed Makefile at line 79 IP_CONFIG_TINY=n (it was y) and at line 32 DEPENDS:=+libnl (it was libnl-tiny). Without this two changes does ip not work with l2tp at all.
If I use sfq on eth interface, everything works fine.
