Routes for wireless cards do not work

Description

If routes are added to /etc/config/network which refer to wireless interfaces, the definition of the routes fails because the routes are defined before the wireless interfaces are configured.

Currently the routes are defined by /sbin/ifup -a, and this appears in /etc/init.d/network in the start and restart code before the call to /sbin/wifi.

Either the call to /sbin/wifi needs to be done before /sbin/ifup -a or the code for defining routes need to be separated out and called after /sbin ifup -a;/sbin/wifi.

No troubles defining static routes on fon, wireless as wan, dhcp. The routes hotplug starts just after getting the wan dhcp address.
I would remove the forced requirement for a gateway as it would enable to define routes for dhcp where the gateway is not known in advance or may change. The route's gateway is defined by the interface.
