WDS link breaks AP's TX-power with ath9k ar9280

Description

AP: Netgear WNDR3700v1, AA, mac80211 r37923.
STA: Netgear WNDR3800, AA, mac80211 r37923.
2.4 GHz WDS link, channel 11.

Both configured with 'option wds 1'. Booting AP only - txpower is ok, can be adjusted up to 26dB and signal/speed is also ok. Now booting STA and after the successful establishment of WDS link TX-power on AP's is fixed to 3dB. No effect on command to set 1dB or 20dB power, just 3dB fixed. Signal/speed is bad, so it is definitely 3dB power as shown by iwinfo.

Last known to work AA mac80211 revision is r36409, so this problem now in trunk and AA for almost half a year.

Can reproduce (not sure if 100% of time, but frequently) by going to "client" WNDR3800 web interface, clicking: network, interface, save and apply. The Tx-Power on the host immediately drops from 24 dBm to 3dBm. I click save and apply on host: network, wifi, radio1.network.

Replace the following from above:

with

I click save and apply on host: network, wifi, radio1.network to fix Tx-Power back up to 24.

Seems that it's not a fix, but a workaround. Yes, after creating WDS link TX-power doesn't limits to 3dB anymore and stays as configured initially (and it's good). But if I try to change TX-power to any value with 'iw wlan0 set txpower' I got this 3dB back. Tryed 'iw wlan0.sta2 set txpower' also and got interesting results - TX-power successfully changes to desired level but kernel prints warning on every command:

Can you fix this? It would be great to change TX-power with 'iw wlan0 set txpower' again and without this problem with 3dB.

Exactly same issue and repro steps

AP: Netgear WNDR3700v1. Happens on r37518, r40300,r40391,r40435. NOT happening on r34054
STA: DIR601-A1, AA_12.09
2.4 GHz WDS link, channel 6
WPA2-PSK, Force AES
WMM Mode
