Files in /var/etc are created with wrong file permissions on RB433UAH current trunk

Description

Tested with r37112:

root@OpenWrt:/# ls -l /var/etc/
-rw-rw-rw-    1 root     root           211 Jan  1  1970 aiccu-cfg028f2a.conf
-rw-rw-rw-    1 root     root           452 Jan  1  1970 dnsmasq.conf
-rw-rw-rw-    1 root     root           298 Jan  1  1970 miniupnpd.conf
-rw-rw-rw-    1 root     root           221 Jan  1  1970 radvd.conf

This leads to radvd not starting:

On r36884 it was all fine:
