Support DNS lookup of static DHCP reservations that are NOT active

Description

I would like to ensure that all dnsmasq static leases resolve via DNS even when dnsmasq does not see the lease as active. This helps in situation where dnsmasq and the device are out-of-sync (device has not renewed its lease) or even when the device is gone but I want the DNS resolution to act like a typical static entry (always resolve).

Currently I have to enter both a static lease and a static host entry to accomplish this.

This is trivial to accomplish by adding:

config_foreach dhcp_domain_add host

to /etc/init.d/dnsmasq right after the config_foreach dhcp_domain_add domain entry. As a general feature it might make sense to have this feature as a toggle option.

I'm currently looking into something similar. In fact, I've done something similar (if not exactly the same you are asking) in the past.

But any effort will have to take into consideration this patch:

I'm planning to hack a dhcp_address_add function that would create an "--address" entry for each host (i.e. for each static lease), and then propose a patch.
