firewall3 / iptables1.4.18: firewall restart loses qos rules from mangle table

Trunk r35896 for ar71xx/wndr3700.

I noticed that qos rules get dropped from the mangle table, if firewall is restarted. The build has the new firewall3 and new iptables 1.4.18. Normal qos-scripts package.

Tested with other router running r35887 with old firewall2 and iptables 1.4.10 and qos rules are in the mangle table after firewall restart.

Restart is implemented as flush + rule rebuild. If you want to only reapply uci rules use /etc/init.d/firewall reload or fw3 reload.

That is then an intended change compared to firewall2...

In that case, please change also the Luci interface to reflect this. The Status/Firewall screen contains links to "Reset Counters" and to "Reset Firewall". The Reset shouls probably be changed to "Reload Firewall Rules" and its action adjusted similarly.

LuCI already calls reload internally.
