Luci switch vlan config is not applied after "Save & Apply"

Description

After changing the vlan switch configuration using luci and applying it, using the "Save & Apply" button, the new settings are not applied.

# swconfig dev rtl8366s show

Is not reflecting the new config and a "/etc/init.d/network restart" is needed.

This also affects aa-rc1.

Right now, I simply added the switch part of the network init script to the reload section and it seems to work just fine.

Based on recent forum discussion, this ticket is still valid.
Please include the fix in the source code, so that also swtich config changes do get properly applied.
