i think this issue happens on all versions of OpenWRT, I'm using currently 12.09RC1 and it also happens here.

how to reproduce:

install for example miniupnpd:

opkg install miniupnpd

run it:

/etc/init.d/miniupnpd start

remove it:

opkg remove miniupnpnd

check process list:

ps|grep miniupnpd

it's still there even files were removed!

the normal behavior is to stop package daemons before removing it (on all normal distributions).

That would require major changes to hundreds of packages, unlikely to happen soon.
