WiFi txpower on virtual interfaces (hostapd vlan feature)

Description

When setting txpower on a wifi-device with virtual interfaces (i.e. created by hostapd's dynamic vlan feature) I have to set txpower on each virtual interface manually to make it work (tl-wr1043nd with dynamic vlan enabled).

Maybe we should use "iw phy" instead of "iw dev" for setting txpower.
This works like a charm for me (allthough there's a driver warning):
iw phy "$phy" set txpower fixed "${txpower%%.*}00"

I think, it could be related to https://patchwork.kernel.org/patch/1637371/
