It seems like parallel building of eglibc is not supported everywhere in their Makefile, I have not found yet the exact problem, but as a workaround you can build the toolchain without any parallel flag.

Looks like it's an issue with gnu make not supporting having dependencies on directories.

at least that's the chatter amongst "make" maintainers in the RHEL world.
