Buffalo WZR-HP-G300NH: Failure to create interface wlan0-1 for multi-BSSID routed ap

Description

On a routed-ap using a wireless configuration with two wifi-iface it is mandatory to start wireless.@wifi-iface[0] before wireless.@wifi-iface[1].

If wireless.@wifi-iface[1] (AP-1 override mac 02:AA:BB:CC:DD:20 ) is started before wireless.@wifi-iface[0] (AP-0 override mac 02:AA:BB:CC:DD:10 )
openwrt will fail to create a wlan0-1 interface for AP-0

root@OpenWrt:~# wifi

Failed to add BSS (BSSID=02:AA:BB:CC:DD:20) <-- this mac corresponds to previously activated AP-1
Interface initialization failed
wlan0: Unable to setup interface.

wlan0: Could not connect to kernel driver
Failed to remove BSS interface wlan0
Could not read interface wlan0 flags: No such device
Failed to start hostapd for phy0

I have the same issue on TP-Link TL-WR1043ND v1 with Attitude Adjustment. Due to this my router fails to enable wifi on boot - i get the same errors in the log. If I then force wifi off&on with setting wireless.@wifi-device[0].disabled to 0 and then 1, it starts working. I have to do this every time the router reboots. Is there any way to fix it?
