Looks like you asked for channel 48 with HT40+ mode, which would use channel 52 as a secondary. Channel 52 requires DFS (at least in the US). OpenWrt (via ath9k from mac80211/compat-wireless) doesn’t currently support DFS, so the pair of channels 48 and 52 isn’t available. You can try channel 48 with HT40- mode. An “iw phy1 info” and “iw reg get” should confirm this.
