netifd: network reload doesn't apply MTU or macaddr change

Description

According to the netifd procedures documentation at http://wiki.openwrt.org/doc/techref/ubus, a network reload call should reload the network, and reconfigure as needed.

Currently, doing the following

uci set network.wan.mtu=1400
ubus call network reload

results in the MTU not being changed.

On the other hand, doing this

uci set network.wan.mtu=1400
ubus call network restart

changes the MTU.

I'm running trunk@32797 on an Atheros DB120.
