DHCP release on VLAN interface with netifd causes interface to disappear

I'm running trunk@32797 on an Atheros DB120. When I tell udhcpc to release(SIGUSR2), the interface disappears entirely. Before switching to netifd this didn't occur. Here's what I think is going on:

udhcpc is set up to use /lib/netifd/dhcp.script.

The deconfig_interface function in dhcp.script eventually calls "/bin/ubus call network.interface.wan notify_proto ..." with link-up=false.

netifd receives this message, and handles it by calling ioctl(..., SIOCSIFVLAN, &ifr) with ifr.cmd = DEL_VLAN_CMD.

This deletes the VLAN which causes the interface to go away.

Pre-netifd, the VLAN interface would be down with no IP, but would still exist(ifconfig -a). That way I could configure VLANS using /etc/config/network, then setup my custom tc qdiscs for bandwidth control. The qdiscs would persist across DHCP release/renew.

Now the qdiscs get blown away because the interface disappears entirely. I believe the original behavior should be restored: The VLANS are configured by /etc/config/network and doing a DHCP release doesn't cause them to go away.
