mini_fo corruption on disk full

Description

We hit a disk full condition while writing to /. There was a mini_fo kernel trace in the logread buffer ("build_sto_structure: failed to create storage dir", see attached), and although the system is somewhat usable, the filesystem doesn't appear to be repairable at this point.

opkg remove foo segfaults. It looks like the mini_fo kernel trace is related to that. If there was an original error during the original write that encountered disk full, the log buffer had already rotated, unfortunately.

ls /etc hangs in the kernel (kill -9 doesn't work).

Removing files from / doesn't free up space. It's still at 100%.

We dropped mini_fo in trunk in favor to overlayfs.
