ipv6 alias address no longer assigned since move to netifd

Description

Since the move to netifd, I can no longer assign a second ipv6 address to the br-lan interface through the use of an alias section in /etc/config/network. This used to work before:

config alias 'local6'
        option interface 'lan'
        option proto 'static'
        option ip6addr 'fdab:cdef:abcd:ef::1/64'

alias doesn't work anymore. Now you setup multiple interface sections for a device. See https://dev.openwrt.org/ticket/9752#comment:4
